Pleased to report this mess has been tidied up now.
Work and discussions are ongoing to get the bin upgraded to one of the larger ones and regularly emptied by Oldham Council. Progress is slow!

I approached oldham council about this bin several weeks ago and they simply said it was nothing to do with them. Pretty much the response I expected. They are the council of no responsibility these days, especially for issues arising in shaw.
Dunwood park is also severely neglected especially at the north end where we have the remnants of a picnic table left in that state for several years now.
