ELECTRICITY CABLE LAYING OLDHAM ROAD, SHAW

I have just received the contractors expected programme for completion of the above works:

The joint bay currently open in the grass verge on Blackshaw Lane near to its junction with Balmoral Avenue has been backfilled and is awaiting top soil to be placed.

The joint bay at the top of Blackshaw Lane near to its junction with Perth Street will have the last joint completed today and should be backfilled today, with final reinstatement taking place Wednesday/Thursday.

The joint bay currently open on Oldham Road near to its junction with Otmoor Way should have the jointing complete Wednesday.

A second joint bay will be opened on Oldham Road in the vicinity of no. 152 this morning. All the cables should be pulled through to this bay by Wednesday evening and the jointing will then commence with a view to close this bay down by Thursday evening.

The last joint bay, which was previously opened on Oldham Road near to its junction with Longley Street but temporarily shut down, will be re-opened Friday to allow the final jointing work to be completed over the weekend, with the reinstatement being completed Sunday/Monday.

As explained by Electricity North West at the presentation given to the District Partnership on June 3rd, in order to carry out the operation of pulling through the cable and jointing, it will be necessary to have three joint bays open at any one time. The last run along Oldham Road, between Bullcote Lane and the Big Lamp roundabout, will undoubtedly be the most disruptive.

The temporary signals along Oldham Road will be manned during the working day between 07.00am and 18.00pm and the operatives will be in touch using two way radios. While every effort will be made to minimise disruptions, unfortunately some disruption will occur.

Chatsworth Close – footpath/back gate & steps rear of Buckstones School

I am pleased to report the above steps will be improved and remodelled during the summer school holidays and a hand rail will also be provided.

Hopefully this should make it easier for all users.

I asked the council to look at this problem when approached by users of these steps.

Funding for these works has come for the small delegated budget councillors Rod Blyth, Mark Alcock and I have direct influence over.

Beal Lane, Shaw-Temporary Road Closure, commencing Mon July 22nd 2013 for 2 weeks

Temporary road closure to part of Beal Lane (Jubilee Street to Metro Crossing).

This is due to road and footway resurfacing/reconstruction.

Below are the details of when road is closed:

7am – 7pm, Mon – Fri and Sun if required.
5am – 8pm, Sat.

Pedestrian access along Beal Lane and to the Metrolink station will be maintained at all times.

Delivery access to be maintained to distribution centres at all times except for the Saturday closures.

The road will be open to traffic at the end of each working day.

Alternative Route: Beal Lane/Grains Road/Hillside Avenue/Buckstones Road/Milnrow Road/Crompton Way/Rochdale Road/Beal Lane, in both directions.

Please note the dates / times of the closure at Beal Lane as it will not be closed for the entire two week duration of work. The two Saturday closure dates have been agreed in advance with the distribution centres, who have arranged that no deliveries will take place during the agreed hours of working.

It has been arranged that deliveries to the distribution centres will be able to get through the closure along Beal Lane from Shaw Town Centre during the weekday closures; this in effect means that it will not be necessary for HGV delivery vehicles to use the diversion route at any time.

All other vehicles will use the diversion route.

Different to previous years the fun fair will be located on the Kershaw Street Car Park and NOT the Market Car Park (Westway). The 3 hour parking limit on this and other car parks will be suspend for the above event.

Temporary traffic signals between Smallbrook Road and Bridge Street

The temporary signals will be employed between Smallbrook Road and Bridge Street commencing Monday 20 May for four weeks, Monday to Friday off-peak only (9.30am – 3.30pm) and are required as part of the carriageway resurfacing works.

Also, it will be necessary at the end of the work to put in place a full road closure. I am urgently seeking details about this and as soon as I have any will post them on my web site.

If you have any queries regarding the work please contact Nigel Molden at nigel.molden@unitypartnership.com

SMALLBROOK ROAD, SHAW – EMERGENCY ROAD CLOSURE

As residents may be aware it was necessary to temporarily close part of Smallbrook Road, Shaw due to subsidence in the road.

It was also necessary to introduce two way traffic on a section of Smallbrook Road that was previously one way out onto Milnrow Road.

This temporary system has allowed the Council us to maintain two way traffic serving the Duchess Street area.

I have been informed this morning by the contractor that the original problem was located and repaired, however, a further water main burst has occurred which is being worked on at present.

The contractor has indicated that by Wednesday evening / Thursday they hope to have the road open again.

If this changes significantly I will update this posting accordingly.

TEMPORARY TRAFFIC SIGNALS ON BEAL LANE, SHAW (at Metrolink crossing)

The signals will be in operation on four consecutive Sundays commencing 5 May 2013, between 01.00am – 05.30am. These are the only times that the work can be carried out without impacting on the Metrolink services.

Jubilee, Shaw – tree trimming works – Metrolink

Tree trimming/removal – Jubilee level crossing

Starting on Saturday 9th March, overnight works will be taking place at the Jubilee level crossing..

These works will entail the trimming of trees overhanging the line or obscuring line of sight for Metrolink tram drivers approaching this level crossing.

Due to the proximity of the trees to the operational Metrolink extension, these works must be carried out at night when services are not running and the power to the overhead lines can be isolated.

As such, these works are scheduled for 1am-5am, from Saturday 9th March until Sunday 17th March.

How to find out more:

If you have any queries, please do not hesitate to contact Neil Harrison or a member of my team on 0161 244 1555 (office hours) or email future.metrolink@tfgm.com.

To report any urgent issues or incidents relating to this work, please call 0845 604 2724.

This number will be staffed 24 hours a day.

Britannia Avenue Residents Permit Scheme – Renewal of Residents Pass

Despite chasing this matter for more than six weeks the Council failed to issue letters/new passes to residents before the current ones expired.

This has caused much unnecessary stress on residents, especially the elderly.

Below is the copy of the text of a letter that I have been promised will be delivered to residents this week.

It also informs you when our promised review meeting will be of the scheme.

Dear Sir / Madam
Re: Britannia Avenue Residents Permit Scheme
Renewal of Residents Pass

I refer to a previous letter from Miss Pauline Phillips (Parking Manager) which was sent to you in November 2013 regarding the implementation of the above residents permit scheme. You will be aware; your permit for the Britannia Avenue resident’s scheme expired on 31st March 2013.

In order to evaluate the success of the scheme you are invited to a further meeting which has been arranged with Councillor Sykes and relevant staff from the Council on 29th May 2013 at Crompton Library, Westway, Shaw commencing at 7pm.

In the interim period, please find enclosed permits for your address, which have been renewed for a further three months, until 30th June 2013.

This will allow an analysis of the feedback from the above meeting to be assessed and any further agreed changes to the current scheme can then be implemented.

We would like to take this opportunity to apologise for any inconvenience and distress caused by the delay in issuing new permits but please be assured that any Fixed Penalty Notices issued during the period to permit holders from the expiry date to your receipt of the new permit will be quashed.

We look forward to seeing you on the 29th May and should you have any queries about this letter, please contact: The Parking Shop, on 0845 680 4274 or by email at parkingshop@oldham.gov.uk.

Yours sincerely
